Why only private belt-tightening?

Does anyone else find it strange that the government will say to ComEd, "You can't raise rates," but then it will turn around and raise taxes?

Why is it that we are willing to give more money to government when it has have never been able to do anything cost effectively, but say to private enterprises that they need to do more with less?

Don't get me wrong, I have nothing against government saying to ComEd, "Tighten your belt." But why won't the state or Cook County do the same thing?
