Why no scrubbers on new state plants?

In this day of national and international scientific concern about climate change and global warming, why is Illinois proposing at least five new conventional coal-fired power plants?

Scrubbers are available, although costly, but they help the environment and would be a key factor in attempts to change our reliance on fossil fuels as we transition to non-CO2 emitting sources of power.

California is leading the way on environmental issues, taking the hard steps. This is a chance for Illinois to show the world (and China) that we can do what we say we should all do. China builds about one coal-fired plant a week. What will be the morality of asking them to spend money on scrubbers if we don't?

United States citizens are far more comfortable if not wealthy compared to Chinese citizens. America can lead the way and show the world that we all have to spend more to protect the Earth. If not now, when?
