Intersection work taking too long

Why is it taking so long to finish repairs on the Kirk Road-Route 38 crossing?

I see no special problems peculiar to this crossing. Is there no bonus written into a contract for finishing it in a reasonable time? There should be.

The amount of money it has cost, at least a million people being impacted would be impossible to calculate, but over the months it has to be plenty. We citizens of Kane County deserve better.
