Wheeling officials Monday approved final plans for the Willow Place townhouse complex. Lexington Homes is planning 58 units north and south of Willow Road at Foster Avenue. Trustees asked the developer to move the air-conditioning units from the decks, as planned, to a landscaped area against the garage. Work is expected to begin this fall. The units will range in price from $349,900 to $399,900.
