Wheeling closes fiscal 2006 with surplus

The village of Wheeling ended its 2006 fiscal year with a surplus of nearly $3 million in the general fund. The fiscal year ended Dec. 31.

Michael Mondschain, village finance director, said a number of factors contributed to the extra dollars.

The village received $1 million more than expected in sales tax.

The village also received a considerable boost from the Westin Chicago North Shore hotel, which opened several months ahead of schedule, and provided the village with nearly $700,000 in revenues from food and beverage taxes, building permits, engineering and inspection fees.

And the village received additional funds of roughly $256,075 in income tax following a special census, which revealed that the village had 4,059 more people living in it since the last census.

The village also went under budget on expenditures by $505,135, spending roughly 98 percent of the money budgeted for the year.

"This is truly good news for the village," said Mark Rooney, village manager.

"I can't take credit for this; this is the result of some sound financial planning by our staff over the years that has put us on some good financial footing. I'm just happy to be the village manager at this time," he said.
