When we (7 towns) set up JAWA (Joint Action Water Agency) and contracted with Chicago it was because our underground water tables and aquifers were falling and we had had no other guaranteed source of potable water!
We knew we were at the mercy of Chicago but we had NO choice! Don't bail out!
