Illinois officials pull more health care licenses

Eleven more Illinois doctors and nurses have lost their licenses because of a new law that bars registered sex offenders and those convicted of violent felonies from working in health care.

The Illinois Department of Financial and Professional Regulation announced the additional names Tuesday and posted them online. They are seven doctors and four nurses.

According to the agency website, the names of the additional suburban health care workers on the list and their crimes are:

Ÿ Dr. Mark Stephen Lubinsky, licensed in Gurnee, possession of child pornography.

Ÿ Dr. Robert J. Hughes, licensed in Wilmette, child pornography.

Ÿ Dr. Emmanuel C. Ikpoh, licensed in Bartlett, aggravated criminal sexual abuse.

Ÿ Dr. John J. Bogen, licensed in Elk Grove Village, aggravated criminal sexual abuse of a victim under 13.

Ÿ Nurse Rochelle J. Rodrigues, licensed in Plainfield, aggravated criminal sexual abuse of a victim 9-16 and aggravated criminal sexual abuse of a victim 13-16

Officials announced 11 health care workers on Monday after the law went into effect over the weekend. The law says state officials can do so without a hearing. More names are expected later.

Some health care workers have filed lawsuits against the department arguing the law shouldn’t apply to them. More licenses will likely be revoked once cases are decided in court.
