14 years prison for 2016 South Elgin stun gun attack, attempted kidnapping

An Elgin man was sentenced Monday to 14 years in prison after pleading guilty to a 2016 case in South Elgin in which he was accused of disabling a teen's car, only to fix it and then attack her with a stun gun.

Jorge D. Castaneda, 31, of the 0-99 block of Lynch Street, was arrested in early May 2016 and charged with armed violence, aggravated battery, attempted armed robbery and attempted kidnapping, all felonies.

He pleaded guilty to armed violence and the kidnapping charge in exchange for prosecutors dismissing other charges of lesser severity, according to Kane County court records.

Judge David Kliment accepted the plea at the final court appearance before Castaneda's trial was to be set; the top punishment for armed violence is 30 years in prison.

According to authorities, an 18-year-old was attacked the night of April 28, 2016, in South Elgin. Police said Castaneda damaged the teen's tire in the parking lot of Walmart at 1100 S. Randall Road in Elgin, and followed her until she pulled over with a flat.

Castaneda said he would change her tire and said she should pull into the Home Depot lot at 440 Randall Road in South Elgin.

Once there, Castaneda attacked the woman with a stun gun as she sat in her car and prepared to thank him by shaking his hand, according to a police affidavit later used to secure a search warrant of his residence.

The woman told police Castaneda tried to pull her from the car, but she kicked at him before escaping.

Police searched Castaneda's apartment after his arrest in early May 2016 and found a black ski mask, stun gun and other items, according to a search warrant.

Castaneda's defense attorney, Glenn Jazwiec, declined to comment.

Castaneda will be released in about five years. Under state law, he has to serve 50 percent of his 14-year term, and he also gets credit for about 23 months being held on $300,000 bail at the Kane County jail while the case was pending.
