A federal judge says planned cuts in child-welfare services envisioned under the so-called doomsday budget passed by both houses of the Illinois legislature violate basic, court-ordered standards.

U.S. District Judge John F. Grady issued an order Tuesday requiring the Illinois Department of Children and Family Services to live up to the standards, maintaining such services as psychiatric treatment, counseling and daycare.

In Springfield, Gov. Pat Quinn cited Grady's order as he threatened to veto the budget unless lawmakers restored measures he considers vital to the state.
