An Arlington Heights man has been arrested for unauthorized videotaping after police said they spotted him taking photographs up women's skirts at Frontier Days on the Fourth of July.

Police said Timothy J. Hoeppner, 47, of 811 N. Highland Ave., was charged with the misdemeanor and could face a year in jail if convicted. However, that's unlikely since this is his first offense, said Arlington Heights police Cmdr. Ken Galinski.

"The first goal is to get this guy some help," he said.

A Frontier Days festival-goer called police after seeing Hoeppner take still and moving images using a small, 4-by-3-inch camera, Galinski said.

A plain-clothed officer later saw Hoeppner take the photographs while he pretended to adjust his sandal, Galinski said.

Hoeppner was arrested and confessed, Galinski said. Police then confiscated his camera and found numerous pictures taken at Frontier Days festival and at the Fourth of July parade earlier that day, Galinski said.

Hoeppner is due in court July 30 in Rolling Meadows.
