Schaumburg Officials Approve Multi-Year $201 Million Capital Improvement Plan

The Schaumburg Village Board voted unanimously to approve a $201 million multi-year Capital Improvement Plan, of which approximately 70 percent will be dedicated to maintain village roadways.

The 2018-2022 Capital Improvement Plan establishes priorities and funding for the village's improvement projects. Capital improvement projects include repair and replacement of existing infrastructure, purchase of major equipment as well as new community improvements that are intended to enhance the village.

Of the total $201 million five-year plan, the village anticipates securing $69 million in grant funding, leaving the village to fund approximately $132 million. Broken down by project, the plan allocates 70 percent in funding to roadway improvements, 14 percent to water/sewer improvements and the remainder to make improvements to village buildings, bikeways, sidewalks, parking lots and other areas.

"As a Village Board, we recognize the importance of investing in critical components of the village's infrastructure such as road repair and maintaining water and sewer systems, which is why we have approved increased funding to these areas," said Village President Al Larson. "Strategic planning has allowed the village to direct resources in an efficient manner to address and maintain areas of the village that impact residents the most."

In Fiscal Year 2017/18, which begins May 1, 2017, $8 million is allocated toward residential street repairs, a 33 percent increase from 2016. The village will resurface and reconstruct 11.1 miles of residential streets across the village, and combined with additional methods of pavement preservation, the village will improve a total of 25 miles of roads in 2017. Additionally, the village has identified 10 heavier traveled street segments that qualify for federal funding. Securing $1.5 million in federal funding in Fiscal Year 2017/18 allows the village's resources to be stretched even further.

The plan also allocates $1.2 million in Fiscal Year 2017/18 for design or construction of bike path improvements along Golf, Higgins, Martingale and Rodenburg roads. The village's share of two Cook County projects, which includes signal modifications and a right turn lane at Schaumburg and Roselle roads as well as patching and median work on Wise Road, is also budgeted.

The village will continue to invest in the North Schaumburg TIF District by finalizing work on the I-90 Tollway ramps, constructing a new 4-lane road on the Motorola campus and completing a bike path and bridge along the west side of Roselle Road connecting to the Paul Douglas Forest Preserve.

In Fiscal Year 2017/18, the village will dedicate $676,000 to the Emerald Ash Program for the removal, treatment and reforestation of parkway Ash trees. Approximately 1,200 trees of various species will be planted each year through 2023 when the reforestation is complete.
