Batavia considering stricter RV storage rules

Batavia is considering stricter rules for parking recreational vehicles at home.

Aldermen Tuesday assigned the task of reviewing the current law, and recommending any changes, to the plan commission.

First Ward Alderman Michael O'Brien, who brought up the subject, said he has received complaints from some residents about their neighbors' vehicles.

Batavia allows RVs - including boats, campers and snowmobiles - to be stored on driveways or other paved surfaces. They must be owned by the building owner, and can't be parked within five feet of the rear or side lot lines. There are no time restrictions.

The aldermen discussed how other towns limit storage, particularly for when the vehicles can be parked on a driveway. Most specify the units require screening and be parked in a side or rear yard, according to a survey of eight nearby towns.

"When we bought a camper the first thing we did was get storage not at our house," Alderman Susan Stark said. "I've never been a fan of overreaching government, but this is one where I kind of understand."

Alderman Marty Callahan argued against doing anything, saying enforcement of current laws prohibiting storage of junk vehicles or living in campers and motor homes would be sufficient.

"There's no component of safety, it's about looks and aesthetics," he said.

Fifth Ward Alderman Lucy Thelin Atac argued looks are important, saying some people consider the sight of an RV in a neighbor's driveway mars the neighborhood's look. "It is affecting people's real estate investments. It puts downward pressure on the values of their homes," she said.

Fifth Ward Alderman Kevin Botterman asked if the city could, realistically, enforce any stricter rules, given it has just one code enforcement officer. Fourth Ward Alderman Paula Mueller, who has gone on ride-alongs with the officer, agreed.

"I'm not sure how she is supposed to handle anything else," Mueller said.

Community Development director Scott Buening said the officer mostly responds when complaints are filed.

"We, frankly, don't get many complaints about recreational vehicle storage," Buening said.
