Water causes traffic delays on Route 31 in Elgin

Water on the pavement at the intersection of Route 31 and Lawrence Avenue Saturday in Elgin caused traffic delays in the area.

City officials couldn't be reached for comment Saturday, and it wasn't clear what caused the problem.
