Why can't we agree to fight Zika virus?

In another example of the Republican party's refusal to govern, Congress has adjourned without appropriating funds to combat the Zika virus. President Obama and the CDC did their job by determining the actions needed, requested funds 13 weeks ago and now wait Congressional approval of the $1.9 billion needed to move.

Mosquitoes will spread the Zika virus, pregnant women in the U.S. will be infected and babies will be born with Microcephaly unless the republican party led Congress becomes a responsible branch of the federal government.

Is Republican party ideology of states-rights happy to see a dis-jointed effort on disease control? Are we one country or many countries handling crucial issues in separate ways? The Europeans have learned to pool their resources to address crucial issues, why can't Americans? Is America one country or many?
