Three women arrested at St. Charles massage parlors

Three woman were arrested at St. Charles massage parlors on Tuesday after under cover officers conducted compliance checks.

At Best Massage, 2774 E. Main St., an officer went in undercover and the person giving the massage offered to perform a sex act in change for money, according to a news release.

Xinnian Hu, 48 of Chicago, was then arrested and charged with one misdemeanor count of prostitution and one of practicing massage without a license.

When the same thing happened at Main Spa, 504 E. Main St., Ok Kim, 62 of Chicago was also charged with one count of prostitution, police said.

At Lotus Spa, 1700 Lincoln Highway, Unit J, the undercover officer was not offered a sex act, but Fenglan Smythe, 50 of Crystal Lake, was charged with one count of practicing massage without a license, according to the release.

Hu and Kim posted bond and were released, while Smythe was released on personal recognizance, police said.

All three will next appear in court on April 21.

Police said all three businesses will likely face fines for violating the city's massage license ordinance.
