Police ID pedestrian killed in Elgin crash

A pedestrian killed after being struck by a vehicle Dec. 9 in Elgin has been identified as Donald Francis, 46, police said Tuesday.

Police have not issued any citations to the driver of the 2004 Pontiac Grand Prix that struck Francis, who police say is homeless, at 5:25 a.m. near State Street and Route 20, Elgin Commander Colin Fleury said.

The preliminary investigation shows a 54-year-old man was driving the Grand Prix south on State Street when he struck Francis, who was in the road, according to a police news release.

The Grand Prix driver was not injured; Francis was taken to Presence St. Joseph Hospital where he was pronounced dead, police say.

The investigation is ongoing.
