Hydrocarbons shipped by rail?

You are calling for more regulation to help fix a problem being fueled by the regulators.

The current administration in Washington D.C. has vehemently opposed expansion of pipelines in this country over the past seven years, most notably the Keystone Pipeline. Its political, at best, but rallied under the banner of "environmental" concerns.

One result is that more hydrocarbons are now being shipped by rail. Check the spill and safety record of pipelines and you will find it far, far safer than rail. Is that the result the voters want?
