Elgin city hall has new name

The renaming of Elgin's city hall as the "Robert Gilliam Municipal Complex" was finalized Monday with the installation of signs above both entrances of the building at 150 Dexter Court.

Bob Gilliam, the city's longest-serving council member, died at age 69 in December. He was the city council's first black member and served for 40 years until 2013; he also served as commissioner of the The Housing Authority of Elgin for 25 years.

Gilliam was able to attend the renaming ceremony in September, when he was already ill.
