Free tuition plan just an election ploy?

Believe me I'd be all for paying college tuition for deserving students IF government (city, state or country) wasn't so far in debt and could truly afford to do so.

I have grandchildren who could use such a benefit and one who has a huge student loan to pay since graduating in June.

The thing I find so interesting is that these grand gestures seem to coincide with elections. Is it a coincidence or just another ploy for getting votes?
