Images: Bob Gilliam Through the Years

Images of Bob Gilliam. The longtime Elgin councilman, who lost a re-election bid in 2013, died Tuesday in Arizona. Gilliam, 69, served 40 years on the council and 34 years in Elgin Area School District U-46. City hall was renamed in his honor in September. He was also the city's first black on the council when he won a seat at age 28.
