Elgin does not have a park district

Thank you for publishing the interview with Elgin mayoral candidate Joseph Galvan. Residents need to learn all they can about those who wish to lead our community.

I noted that in one of his answers he stated, "Whether it's at the city level, library board or park district, we have to make sure we get people involved." While I can't disagree with his statement about involving our citizens, I need to correct a misconception Mr. Galvan and other newer Elgin residents may have.

There is no park district serving the city of Elgin. We have a Parks and Recreation Department. While the error may seem minor, the difference is significant. A park district is a separate taxing body much like a library district, a school district or a forest preserve district. Parks and Recreation is one of several departments in the city of Elgin's structure. As such, it submits a yearly budget along with other departments as the city's budget is being developed. All are financed from the city's General Fund.

The Parks and Recreation Department staff has accomplished much with limited resources by making efficient use of its funds and engaging volunteers to assist with the programs that are offered. They also take advantage of grants that may be available from various organizations. And as a part of the city of Elgin, they coordinate with other departments such as Police, Planning, Land Management, Forestry, etc. A park district would operate independently.

I know Mr. Galvan has lived in Elgin for only eight years and has much to learn about our city. The more he learns, the more he will come to appreciate the leadership that has brought Elgin these "quality of life" amenities that all citizens can enjoy.
