What rules govern construction crews?

We were on our way to Wisconsin recently and were on Rt. 83 going north near Peterson Road, Grayslake. The time was about 10:45 a.m.

Construction was in full force, and we were stopped shortly before the intersection. We were detained for at least 15-20 minutes; traffic behind us was blocks long.

Drivers were blowing their horns at the construction crew with no avail. It was quite aggravating to wait and wait and wait.

My question is, is there a 'law' or a regulation regarding a time limit on stopping highway traffic for road construction?
