Confused about raising debt limit

I read the article by Donna Brazile regarding the “good news” that most people do not know that almost half our states are posting a 2014 budget surplus.

My confusion is, then, why do we need to raise the debt limit for the government to continue functioning if we are reducing the national deficit and improving our financial situation under President Obama?
