Asian carp proposal not foolproof

Of all the stupid plans out there, the idea of making a lake to halt the invasion of the Asian carp has got to take first place. With all the money we've spent on retention ponds, the deep tunnel and the like, we could have widened the Des Plaines River to 50 feet and made it 20 feet deep and cemented the whole thing from the Wisconsin border on down and never had to spend another dollar on flooding.

One thing I would like to know is what would stop some idiot from catching a bunch of carp and purposely planting them into Lake Michigan at any time?
