It’s president’s duty to negotiate

Two sides, President Obama and the House, are at an impasse. Are both responsible for the shutdown? Yes. But Obama is the one with the greater responsibility. He is the president. He should be taking the lead toward a compromise, toward getting the government back on track. His only game plan seems to be to pontificate, to make speeches. Why will he not negotiate?
