What's Quinn's motive in new voting law?

Gov. Pat Quinn signs new legislation allowing some 17-year-olds to vote in Illinois primaries. Could it be his real motive is in building a teenage voter base who will bail him out in a gubernatorial primary, when the rest of the taxpaying adult population will remember how he has failed us in securing a way out of the state's horrific pension situation?
