2 arrested in Waukegan burglary

Two teens were arrested Sunday and charged with trying to steal copper pipe from a construction area at Glen Flora School in Waukegan, police said. Dino D. Davis, 19, of the 2700 block of North Elmwood in Waukegan, was charged with two counts of burglary. Quintin C. Rouser, 18, who is homeless, was charged with three counts of burglary. Both confessed to stealing copper pipe out of the school in June, too, police said. Additionally, Rouser committed a similar burglary in Hyde Park, police said.
