Set up smoke signals from Congress

As we can see, electing a pope was swift and relatively easy. I think we should lock the Congress in a room with no cellphones and mount a smoke stack. If the smoke comes out blue, the Republicans did not agree. If the smoke comes out red, the Democrats did not agree. When then smoke is red and blue, an agreement has been reached! Just a thought.
