Elgin council candidate innovative

It has been my privilege to know Toby Shaw for over 12 years. His integrity, common sense and fiscal management skills make him an excellent addition to the Elgin City Council in this upcoming election. As a graduate of Judson University with years as an Elgin resident, Toby is a great combination of loyalty and innovation that could further enhance our city council.
