Only so much state candy to go around

What we have here in Illinois is similar to Halloween. Children ring at the doors on Halloween and are given treats and candy in return. With Illinois, there is only so much candy in the bowl for all the state workers, teachers, safety workers, politicians, and the like to go around. The resident has three choices, none of which are satisfactory.

The resident can either 1. give all the candy in whole before it is gone at which point everyone who comes after are told they is no more candy to be given (bankruptcy), 2. break off the candy in bits and pieces so everyone will get a smaller portion of the pile (reduced pensions), or 3. have their children run to the stores to buy more candy to satisfy everyone that comes to their door (more taxes).

Of course, the children have the option of going to another house (other 49 states) where candy is plentiful. Give this some thought and decide what the best course of action is.
