• Victor Garcia, 17, of the 0-99 block of National Street in Elgin, appeared in bond court Wednesday on charges of possession of a firearm by a gang member, aggravated use of a weapon and reckless discharge of a firearm, according to court documents. Garcia was at a party shortly before 1:30 a.m. Sunday on Hamilton Avenue and is charged with flashing a gun at other partygoers and then shooting it into the air in the middle of the street, according to police reports. Bail was set at $100,000, of which Garcia must pay 10 percent to be released before his next court date, scheduled for Nov. 14 in St. Charles.
• Willie Cooks, 31, of the 200 block of Locust Street in Elgin, appeared in bond court Wednesday on charges of possession of a controlled substance and driving without a valid driver's license, according to court documents. Cooks was pulled over Wednesday and later charged with possession of cocaine, documents said. Bail was set at $25,000, of which Cooks must pay 10 percent to be released before his next court date, scheduled for Nov. 14 in St. Charles.
