No logic to teacher evaluations

Teachers are evaluated by principals or assistant principals. My particular subject was instrumental music. How can one be evaluated by someone who knows nothing of the subject? Why not be evaluated by a supervisor of that particular subject?

Also, principals do not have the time in their schedule to evaluate his or her entire staf.
