Why Congress hits when economy down

Yes, Virginia, there is a Santa Claus. Sorry that you’ll not be receiving any presents. Recently passed debt-ceiling/deficit legislation mandates that presents go only to rich people and hugely profitable companies. Sorry, but I can’t explain why Congress is hitting a guy (economy) when it’s down.
