4 charged in Carol Stream prostitution sting

Four individuals have been charged as a result of a prostitution sting in Carol Stream, authorities said.

The suspects were taken into custody at an undisclosed location late Thursday afternoon following an investigation by the Carol Stream Police Department and DuPage Metropolitan Drug Enforcement Group.

Rusty J. Raschdorf, 41, of Chicago was charged with one felony count of pandering. Those arrested on misdemeanor prostitution charges were: Nataliya Svitlytska, 28, of Chicago, Sarah I. Markis, 24, of Brooklyn, N.Y. and Jamie L. Proctor, 25, of Lyndhurst, Ohio.

Raschdorf was taken to the DuPage County Jail, where he was being held on $50,000 bail, of which he was required to post 10 percent to be released.

The arrests came after undercover investigators spoke on the phone with the suspects just hours before they made contact with them in person, said Carol Stream police Cmdr. Ken George.

Markis and Proctor were arrested separately from Raschdorf and Svitlytska, who knew each other and arrived at the undisclosed location together, George said.
