Can U.S. afford to forgive debts?

In Barack Obama’s speech, he said the United States would forgive the $1 billion loan Egypt owes the United States. Was this his decision, or was it voted on in the Senate and House? How can they do this when our country is struggling with our own debt? Who voted for this?
