Elginbull; Richard L. Casper, 45, of the 100 block of Briarwood Drive, was charged with trespassing at 2:58 p.m. Monday, according to a police report. He is accused of fishing at a private lake in the Cobblers' Crossing subdivision along Ripple Brook Court. Casper insisted he had permission and refused to leave.
