Sugar Grove officials think offering property tax-based financial incentives would get companies interested in building stores, offices and factories near the Aurora Municipal Airport. But Sugar Grove Library officials are loathe to freeze the amount of taxes they currently get from the land. And they disagree that the land is eligible.
