    U.S. Rep. Bill Foster is encouraging residents of the 11th Congressional District to decorate valentines for a good cause this year. Foster’s office is collecting cards, letters, drawings and other Valentine’s Day greetings from schools, groups and individuals through Monday. The valentines will be delivered to veterans at the Joliet Community Based Outpatient Clinic, which is run by Edward Hines Jr. Veterans Hospital. Last year, more than 1,500 valentines were delivered.
