Why no state plan for new revenue?

Why have we not seen a five- or ten-year financial plan for the new $5 billion annual income tax revenue? We're talking $25 to $50 billion here, folks.

Do our Illinois governmental leaders have any such plan? If not, why not?

I would suggest a bipartisan commission to do the job. The commission might be made up of academics, business leaders, union leaders, The AAUW and the League of Women Voters as well as legislators. Citizens, tax payers, deserve a "Big Picture" plan.
