Ex-Illinois park district head pleads guilty in fraud case

URBANA, Ill. (AP) - A former Illinois park district director has pleaded guilty to misusing funds from the district and a related foundation, including to build a pond on his property.

The U.S. attorney's office for central Illinois says 47-year-old Roy Collins of Kankakee pleaded guilty Tuesday to one mail fraud and one wire fraud count.

Collins was executive director of the Kankakee Valley Park District from 2011 to 2016. He was also treasurer of the not-for-profit Kankakee Valley Park Foundation.

Prosecutors say he used a $3,000 foundation check to buy a pond liner and used district equipment to maintain it. Collins also allegedly used money earmarked for an annual barbeque festival for his personal use.

Each count carries a maximum 20-year prison term. Collins remains free pending his Jan. 19 sentencing.
