Is 'didn't mean to do it' an OK excuse?

Is it true that Mrs. Clinton said "I didn't mean to do it" and the FBI said OK?

Does this mean if a law officer stops somebody they just tell the officer "I didn't mean to do it" and the officer will allow you to continue on your way and have a good day?
