Inmate charged with murder in Southern Illinois jail death

MURPHYSBORO, Ill. (AP) - The only inmate being held with a man who was found dead in a Southern Illinois jail cell has been charged with first-degree murder.

The Southern Illinoisan reports (http://bit.ly/1sUM8dD ) 31-year-old Collin B. Kotlarz of Union County was found dead Thursday in the Jackson County jail, where he was being held on felony DUI charges.

Illinois State Police said Friday that 43-year-old Richard D. Powell has been charged in the death. His bond has been set at $1 million.

Powell was being held on misdemeanor domestic battery charges.

Police say an investigation found the two had an altercation before a guard discovered Kotlarz dead during a routine cell check Thursday morning.

The Associated Press was unable to determine Saturday whether Powell has an attorney who could comment on his behalf.
