Grayslake police: Sex offender missing after cutting bracelet

Authorities are looking for a convicted sex offender who has been missing since cutting off his electronic home monitoring bracelet.

Grayslake Police Chief Phil Perlini said Howard M. Sebring, 57, was reported missing from his home in the 300 block of West Main Street in Hainesville at 2 p.m. on June 30.

Sebring was on home monitoring from the Illinois Department of Corrections at the time he disappeared.

He is on foot with no money, identification or cellphone, authorities said.

Perlini said Sebring is suicidal and is a nonviolent registered sex offender who is believed to be a harm to himself, but not a threat to the general public.

Sebring, 6 feet tall and about 150 pounds, was last seen at 11 a.m. June 30 walking west on Route 134 toward the railroad tracks, Perlini said. He was wearing a dark button-down work shirt and blue jeans, and was carrying a dark colored sack.

Sebring was on electronic home monitoring after spending a year in prison for being a convicted sex offender and found within 1,000 feet of a school zone. He also has previous felony convictions for failing to register as a sex offender and for criminal sexual abuse of a child.
