Carpentersville names new fire, police chiefs

Carpentersville has named new police and fire chiefs after the resignation of Public Safety Director Al Popp, officials said.

On May 2, Michael J. Kilbourne will take over as the chief of police and John Skillman will become the fire chief, Village Manager Mark Rooney said.

With Popp's resignation, the village has opted to go back to a format in each department of one chief and one deputy chief. Those deputy chiefs will be named in the coming weeks as they conclude interviews, Rooney said.

Each of the new chiefs have 25-plus years of experience within their respective Carpentersville departments.

Kilbourne was sworn in as a patrol officer in 1989 and promoted to sergeant in 2002. He was appointed to deputy chief in 2011 and was acting police chief until Popp took over in 2012.

With Kilbourne's promotion, there will be three additional appointments and promotions within the police department in the first week in May.

Skillman has 28 years with the Carpentersville fire department, beginning part-time in 1987 and becoming a full-time paramedic in 1993. He became lieutenant in 1996, battalion chief in 2001, and deputy fire chief in 2010.
