A question and a suggestion for Metra

I recently read where Metra is considering substantial fare rate increases for the next several years. Apparently Metra requires additional revenue to help support capital expenditures for new train cars and equipment.

My wife is a Monday-trough-Friday customer, whereas I am a frequent weekend user of Metra. I have one question and one suggestion for Metra. Question: Will these future capital expenditures restore some or all of our lost services, such as fewer trains on weekends and dreadful winter service? Suggestion: I've learned to buy tickets on the train on weekends. Regardless of the capacity, myself and others usually do not get asked by a conductor for a ticket. That's inbound and outbound! If Metra requires additional revenue, maybe having their customers pay for service would be a good starting point.
