Police: Wisconsin man shocks daughter with collar

SHEBOYGAN, Wis. - Authorities have charged a Sheboygan man who they say used a dog's shock collar on his 7-year-old daughter.

Sheboygan Press Media reports 28-year-old Zachary Kacmar was charged Thursday with felony physical abuse of a child. Police arrested him Wednesday after his wife called authorities.

She tells police he put the collar around their daughter's neck and shocked her on Aug. 30. She says she wasn't present at the time but her daughter told her about the incident and she took photo of a mark on her daughter's neck. She says she decided to report her husband after consulting her pastor.

Kacmar tells police he was responsible but was surprised it actually shocked her.

He faces up to three years in prison if convicted. Online court records didn't indicate an attorney.
