Campaign funds not for paying attorneys

Why is it illegal for Jesse Jackson Jr. to use campaign contributions for uses other than campaigning but not illegal for Rod Blagojevich to use his campaign contributions to pay for his defense? Using campaign contributions for anything but campaigning is the same whether it’s for expensive cigars, Rolex watches, moose heads or paying for your defense. Just as soon as Blagojevich got convicted and was to file for a retrial he ran out of money (campaign contributions) and then Sam Adams Sr. and Jr. quit his defense team and told him to use public defenders.
