Baidas worked on Quinn's 2010 gubernatorial campaign. He was named to his post at the department in 2011. He is a former chair of TriMatrix Laboratories, Inc., and a former CEO of Four Seasons Housing.

Quinn last Friday named Simone McNeil to replace Malcolm Weems as chief of CMS. Baidas doesn't have a listed phone number.

McNeil has been the Democratic governor's director of operations since 2009. She will earn $142,000.
