Minimize the cost of a demotion, Metra
Regarding the Metra board's generosity, it would seem to be a primary and critical concern to minimize the cost to force someone out of authority.
I would suggest to keep them on the payroll until the end of he contract, however with the proviso; They will be assigned to an office (with secretary, if necessary) as a person with no vote or authority. They would not participate in any discussions, meetings or decisions.
A new replacement would be given the authority of the position immediately.
There would be no penalty or ensuing expenses.
