Are people lying about car insurance?

I read with interest the letter in the Fence Post written by Robert Fecarotta. It was about auto insurance. He stated that “one out of four traffic accidents in Chicago involves a motorist with no insurance.”

I have a question that has bothered me for some time. How can you get license plates for your car without having insurance? When you apply for plates or renew them, you are asked to name your insurance company, the number of your policy and the expiration date.

If people are not telling the truth on this application to the state, isn’t that a serious offense?
